At the Global Campus headquarters, the staff is structured into departments under the leadership of our Secretary General
The headquarter staff provides these partners with financial, logistic, communication, research and outreach assistance.
The HQ also functions as an administrative, academic and research centre for the Master’s Programme in Human Rights and Democratisation (EMA / Global Campus Europe). Finally, it delivers project management and financial services for additional educational and training activities that take place in Venice and online.
Senior Management
Secretary General
Manfred Nowak is an Austrian human rights expert and academic who served as the United Nations Special Rapporteur on Torture (2004–2010) and as a judge at the Human Rights Chamber for Bosnia and Herzegovina (1996–2003).
Administrative and Human Resources Director
With a background as Vice-President of the Italian Section of Amnesty International, Elisabetta Noli has held various managerial roles at the Global Campus (and its previous iterations) since 1998.
Academic Director
George Ulrich, a Canadian/Danish academic, has been affiliated with the Global Campus in various leading capacities since 2001. He has also held multiple research and managerials roles at the Riga Graduate School of Law.

The Global Campus’s central administrative hub, responsible for coordinating operations and providing support to ensure efficient governance.
Responsible for budgeting, financial planning, accounting, and funding operations to ensure the institution’s financial sustainability and regulatory compliance.
Responsible for managing the press office, web and social media, public relations, visibility efforts, advertising, and supporting the implementation of events.
Our team is led by the master’s program director and is comprised of academic and administrative staff members.
Supporting the cross-regional academic and capacity building activities, connecting the Global Campus with other institutions and partners, and fostering engagement within the global Alumni network.
Responsible for developing research-based knowledge and supporting projects at the Global Campus HQ and regional hubs in collaboration with participating universities.
Responsible for creating and managing all distance-learning activities, including MOOCs and specialied courses, while strengthening the digitalisation and open education efforts of the network.
Together with the children’s rights regional officers across our network, we work closely with the Right Livelihood Foundation (RLF) in order to promote and protect the rights of children worldwide through research, education and advocacy projects.
Responsible for managing all educational and training projects in Venice, targeting young and senior practitioners, legal professionals, activists, and human rights defenders.
Ensuring the smooth operation of the Global Campus HQ through reception, maintenance, and compliance with safety and privacy standards, as well as catering services.
